No Child Left Behind (NCLB)

In 2001, the legislation reauthorized the No Child Left Behind Act. "The primary function of NCLB is to close the achievement gap between groups of students by requiring greater accountability and offering increased flexibility and choice."

The State of Texas requires all teachers who are teaching any core content area (Math, Science, English/Language Arts/Reading, Social Studies, Music, and Art) be highly qualified.

A highly qualified teacher is one who:

  • Has obtained a Bachelor's degree;
  • Has demonstrated competency in the subject area assigned to teach;
  • Has obtained full State certification as a teacher or has passed the State teacher licensing examination; and
  • Has not had certification or licensure requirements waived on an emergency, temporary, or provisional basis.

For further information on NCLB guidelines, contact the Division of NCLB Program Coordination at the Texas Education Agency.
