2011 Redistricting
Dear AISD Residents, The release of the 2010 census data earlier this spring requires the Austin Independent School District to determine whether it is necessary to "redistrict" each of the trustee districts to ensure that they contain substantially equal population. The District has received a report on the population growth in the territory of the trustee districts, and it appears that there is an imbalance in population between the seven separate trustee districts. Thus, the Board must undertake efforts to adjust the boundaries of the trustee districts to bring the relative populations into appropriate balance. This project must be undertaken this year so that the trustee districts will be sufficiently sized and boundaries clearly defined prior to the 2012 general election. The adjustments to the trustee boundaries are solely for electoral purposes. I want to emphasize that any realignment of trustee boundaries will not, in of itself, affect the attendance zones or vertical teams or other aspects of school district operations. Below you will find links to a summary of the redistricting process, a timeline and other important information. The Board welcomes public input related to this effort, and there is also a link below which provides a form for submitting comments. The public can also participate by contacting your Trustee, or by attending public meetings and making comments during the citizen's communication portion of regular board meetings. Mark Williams Frequently Asked Questions AISD Policy on Redistricting According to the 2010 Census data, AISD's Trustee districts are not of sufficiently equal population and must be redrawn in order to comply with the "one-person, one-vote" principle established by the U.S. Constitution. The Board of Trustees is considering new boundaries for its trustee districts and has drafted two plans – Illustrative Plans 1 and 2. The Board of Trustees of the Austin Independent School District met in its Regular Public Meeting on Monday, September 26, 2011 and took official action to adopt Plan 1 as its redistricting plan, thereby establishing the boundaries for its single-member districts for the next ten years. Included on this webpage are (1) the Board Agenda Item for the 9/26/11 meeting; (2) the following motion, (which was adopted by the Board on a vote of 8 to 1), made by AISD Trustee Lori Moya and seconded by Trustee Vince Torres; "Lori Moya made a motion that the Board adopt Illustrative Plan 1 as the redistricting plan for the Austin Independent School District; that Trustees remain in office to serve the remainder of their terms per the Texas Education Code; and that the Board implement the plan as set forth in the redistrict Resolution prepared by legal counsel." and (3) the Resolution that the Board adopted as part of the motion. On April 25, 2011, the Board approved the following resolutions adopting criteria and guidelines to be used in the redistricting process. The establishment of districting criteria will facilitate drawing and ensure that drawing occurs in an objective and fair manner. The proposed guidelines detail traditional districting criteria recognized by the courts as elements reasonably utilized by political subdivisions to redistrict. |
